英文摘要：

High-end maritime services are the core businesses of shipping service cluster. Through classifying the maritime services,government functions in the process of service cluster are analyzed.The concept of maritime service cluster is defined,and the characteristics of maritime service cluster in its evolution process and at every stage are clarified.According to analysis,the approaches to study maritime service cluster evolution can be divided into three categories,i.e.Specialization principle based,New Geographical Economics based and Agglomeration Economics based.Following the three approaches,the dynamic mechanism of evolution is expounded in the respects of exogenous force and internal power.
