针对数字版权管理和个人合理使用之间的冲突，文章提出制定DRM体系标准、完善我国的著作权相关法律法规、合理制定价格等解决办法，从而既保障权利人的合法利益，又达到公众合理使用的目的。
英文摘要：
The technology of Digital rights management protects the legitimate interests of copyright holders, but also squeezes the space of rational use of the Public, resulting the imbalance of interests between the copyright holders and the Public. By studying the conflict between Digital right management and rational use, this paper proposes some ways to resolve the conflict.
