The article makes an amendment on the Agosin and Mayer （2000） investment model, establishes the S＆T input model, and analyses the including and excluding effects of governmental S＆T input to other S＆T input. On the basis of the in-depth analysis on the models, it analyzes the effects of central government＇s and local governments＇ S＆T input on other S＆T input. The analysis shows that： The S＆T input from government has a including effect on the other S＆T input, but the effect is not very notable; the contribution of central government＇s S＆T input to the including effect is much more significant than local governments＇; the S＆T input from government to the university has a significant including effect, while the input to the scientific research institutions and large and medium-sized enterprises has a significant excluding effects.
