Negative list approach is widely used in world economic negotiations about services and investment. Under this system all sectors not listed are open to firms of both parties under the same conditions. In order to use this new negotiation strategy better, China needs to make a deep research of negative list approach, take an active participation on international rules and promote the reform of foreign capital supervision.
