为推动中国水权制度建设进程与落实最严格水资源管理制度提供技术支撑,基于二维水权概念与内涵等现有研究成果,结合对国内外初始水权分配相关研究进展与需求实践的系统梳理,从供水管理视角提出了包括"初始分配"、"优化调控"和"实时调控"3项内容在内的基于初始二维水权的流域水资源调控理论框架,详细阐述了各组成部分的实现途径、支撑技术、建模步骤及其之间的工作关系。
The initial basin water rights assignment is not only the important premise that realize the reasonable water rights circulation and play a fundamental role in market allocation water resourees, it is also the important content un- der the China socialist market economy condition to realize the basin water resources integrated dispatch and to allevi- ate water resources supply and demand contradiction. To provide technical support for promoting the construction process of China's water rights system and implementing the most stringent water resources management system, based on existing research results of two-dimensional water rights concept and connotation, and considering the research" pro- gress of the initial water rights allocation at home and abroad, the theoretical framework is put forward including the initial two dimensional water rights allocation(simplified initial allocation) , the basin water resources optimal regula- tion based on the initial two-dimensional water rlghts(simplified as optimal regulation) and three-part real-time con- trol, and further elaborated on the modeling process and support technology and its work relation of the above three el- ements.
