研究目的:界定并构建耕地综合产能指数计算技术方法体系。研究方法:结合全国农用地(耕地)分等定级成果,结合GIS、多因素综合评价等方法构建体系。研究结论:(1)耕地综合产能是一个系统的概念,耕地综合产能的高低是其内在属性即自然地理条件与外在属性即社会经济投入的集中体现。与此相对应,耕地综合产能应包括数量产能和质量产能两大部分,耕地综合产能指数即是衡量耕地综合产出能力状况的综合标准:(2)建立了依据全国农用地(耕地)分等成果计算的耕地综合产能指数的技术方法:(3)耕地综合产能指数在动态指示耕地利用中存在问题,促进耕地质量一数量的动态监管:定量评价耕地利用潜力。为制定耕地保护及提高耕地质量提供方向以及为科学掌握耕地粮食安全状况提供数据支持等方面具有较为明显的作用。
This Paper is intended to build an algorithmic methods of cultivated land dynamic supervision index on the basis of defining the concept of cultivated land productivity. The method of the grades assessed in the national agricultural land (cultivated) and combined with GIS and multi-factor synthetic evaluation are employed. The research presents the following conclusions: (1)The cultivated land productivity is a systemic concept; the level of cultivated land productivity is the concentrated reflection of its intrinsic property which is natural geo- graphical conditions and extrinsic property which is socio-eeonomic input.Corresponding to this, cultivated land productivity should include quantity productivity and quality productivity, cultivated land productivity index is a comprehensive criterion to measuring cultivated land aggregate output capacity; (2)Establish the technology of cultivated land productivity index on the basis of the results of the cultivated land graduation; (3)Cuhivated land productivity index has some function in the dynamic process of instructing the utilization of cultivated land, the quantitative evaluation on the future potential of cultivated land utilization has relatively distinct effects on aspects like constituting cultivated land protection and offering direction for promoting cultivated land quality, and providing scientific grasp of the food security situation of cuhivated land with data support etc.
