以叶尔羌河流域作为研究对象,基于WEAP,建立叶尔羌河流域水资源优化配置模型,以社会、经济、生态环境的协调发展为目标,综合考虑扩大灌溉面积、建成山区水库、废弃部分平原水库、改变种植结构以及灌区节水、人口增长、生产发展速度等要素,模拟分析工业低增长和强化节水、工业高增长和强化节水、工业低增长和适度节水以及工业高增长和适度节水4种方案在不同规划水平年、不同来水频率下的水资源配置结果,采用综合效益满意度法确定了叶尔羌河流域的最优发展方案为工业高增长和强化节水方案,为叶尔羌河流域水资源的可持续利用提供科学依据。
A model for optimized allocation of water resources in the Yarkand River Basin was established based on the WEAP( water evaluation and planning system) model. For coordinated development of the society,economy,and eco-environment,four schemes were designed for simulating the results of the allocation of water resources with different frequencies of runoff in different target years,with full consideration of the expansion of the irrigation area,the construction of mountain reservoirs,the abandoned part of plain reservoirs,the change in planting structure,water-saving programs in irrigation areas,population growth,and the development of production. These schemes consider four scenarios: slow growth of industry and enhancement of water saving,rapid growth of industry and enhancement of water saving,slow growth of industry and moderate water saving,and rapid growth of industry and moderate water saving. The overall satisfaction degree method was used to determine the optimum scheme,that is,the scheme of rapid growth of industry and enhancement of water saving,which provides a scientific basis for sustainable development of the water resources in the Yarkand River Basin.
