通过简要分析政府有限理性的具体属性，认为政府与个人一样在管制行为中会受到有限理性的约束。其次，通过构建政府效用函数，对有限理性约束下的政府管制行为进行了模型分析，认为政府的管制行为是其行为属性和偏好共同作用下的结果。对有限理性约束下的政府管制行为的分析，尽管与其他政府管制文献在研究思路和分析进路上存在较大差异，但仍然对从另一侧面加深理解政府产业管制行为具备一定的意义。
英文摘要：
Taking Telecom industry as evidence, combined with the special character, we explore the behavior of government regulation＇. Firstly, we simply analysis the character of the bounded rationality, find that government＇s behavior will be limited by bounded rationality. Secondly, we explain the behavior of government regulation through model. Thirdly, through analysis the regulation behavior in Telecom industry, we prove the effect that bounded rationality put on the government＇s regulation behavior.
