The mankind society has transferred from the agricultural society to industrial society driven by the scientific technology revolution.New technologies represented by nuclear technology,new energy technology and nanometer technology and related industries bring remarkable changes to modern life.On the other hand,while they provide us with comfortable life environment,they bring us with various environmental risks such as ecological crisis.To deal with this problem,we should replace the inherent idea of the government domination in the environmental law,establish new decision and supervision programs with the public and stakeholder participation,conduct environmental risk evaluation in a deeper and broader dimension,so as to form a effective mechanism of environmental risk administration.
