Marine ecological civilization construction is a strategic need to build a sea power and promote the sustainable development of marine economy and society. Marine ecological civilization construction cannot do without the economic transformation and upgrading of industrial structure adjustment under the new economic normal. Innovation driven development of low-carbon economy, green economy, circular economy is a necessary condition for the construction of marine ecological civilization. Innovation driven development strategy provides a favorable development opportunity and support for the marine ecological civilization construction. This paper expounds the connotation of innovation driven development strategy from the four dimensions of theoretical innovation, system innovation, technological innovation and cultural innovation, and analyzes its role in and the path selection of the marine ecological civilization construction so as to the harmonious development of man and society, man and sea.
