以我国31个省区1994-2010年的面板数据为基础,从财权、事权、人事权和产权等方面构建了中国式分权结构模型,描述了中国各省区中央与地方分权的相对规模与变化.运用DEA方法分析了各省区不同年度经济发展的综合效率,并分析了中国式分权水平与区域经济运行效率的关系.同时,对不同关系类型进行了分析,结果表明中国式分权水平对区域经济运行效率的影响存在一定的跨地域和跨经济发展水平的差异,并指出市场经济发育水平是导致这种差异的主要原因.

英文摘要：

Based on panel data of 31 provinces in China from 1994 to 2010, this paper built decentralization structure model consolidated finan- cial powers, appointments and administrative powers and property. The model described the size and trends of the central government and local govern- ment decentralization. Used the DEA method, this paper analyzed the technical efficiency of provinces in different years, and applied these indexes to test the relationship between Chinese - style decentralization and efficiency of regional economic operation. Through the analysis of different types of relationships, the conclusions were drawn as follows ： The level of Chinese - style decentralization had effects on the efficiency of regional economic operation, and the effects in different regions and different level of economic development were different. Finally, the authors pointed out that the level of marketization was the main factor for this difference.
