By adopting Analytic Hierarchy Process,this paper establishes the index system of urban ST innovation capacity.And then it takes Shanghai as an example to study ST innovation capacity of the city according to data from 1995 to 2006.The results show that innovation capacity of Shanghai is rising year by year,especially the input and output of innovation capacity is increasing rapidly.However,the supporting capacity is limited relatively.
