研发创新效率是影响高新技术产业创新能力的关键问题,以中国高新技术产业的行业面板数据(2000-2009年),基于三阶段DEA模型,在控制环境因素的基础上测算了我国高新技术产业的研发创新效率。研究表明,在剔除政府支持、市场结构、企业规模、所有制结构等环境因素以前规模效率被高估,纯技术效率被低估。与经典DEA模型相比,三阶段DEA模型的测算结果更符合经济现实,更能客观地反映各行业的研发创新效率水平。
Innovation efficiency is the key factor of which affects technology innovation ability of Hi-tech industries.Based on industries panel data(2000-2009),the innovation efficiency of Hi-tech industries in China is measured with controlling the environment factors and the random error using the three-stage DEA model.Results show that the scale efficiency is overestimated before eliminating the environment facts such as government support,market structure,firm size and ownership structure and the pure technical efficiency is underestimated.Compared with classical DEA model,the results measured by three-stage DEA model are more corresponding to economic reality and industrial innovation efficiency objectively.
