英文摘要：

Land transfer has strong regional characteristics with multi factors, so it needs a comprehensive and systematic assessment to take all factors with multiple objectives into consideration and steadily push forward the reform of rural land system. This paper constructs the evaluation index system of regional land transfer, and comprehensively evaluates the land transfer situation and related factors based on the agricultural census. Our study finds that the current rural land transfer is not fully and smoothly, the land transfer area and the proportion of farmers participating in limited, the proportion of farmers giving up the land is low. There is a significant obstacle, and many negative factors. It could start from the less developed areas, which have more for urgent needs of large-scale, intensive, scientific and technological management. Therefore, land transfer will be more smoothly, more easy to break through the development bottleneck and to achieve win-win.
