This essay expands the model of Chert Zhao and explains that＂vacated cage for a bird＂ and ＂undertaking the transfer＂ are not contradictory but the rational selection in line with the real situation of regions of different developmental stage. The government should adopt different policies in different areas and change the current performance evaluation method to promote the sustainable economic growth.
