针对当前测量方法无法反映信息技术投资绩效的动态变化过程问题,提出了一种基于动态调整速度的局部调整模型。该模型假设调整速度并不是固定不变的,而是宏观经济变量(国家特征)的线性函数,分别建立了BC和BT生产函数下4个信息技术投资绩效测量模型。通过比较在有、无信息技术投资情况下经济绩效的变动情况测算信息技术投资绩效,并以中国为例检验了信息技术投资对经济增长的影响以及信息技术投资绩效变动趋势。结果表明:信息技术投资对中国经济增长的影响并不显著,但国家特征对调整速度具有显著的影响;当信息技术作为生产要素进入生产过程后,经济绩效明显增长,表明在BC和BT生产函数下中国不存在信息技术的"生产率悖论"现象。
Due to the fact that the current measurement methods do not reflect the dynamic process of change of information technology performance,we propose a partial adjustment model based on dynamic speed adjustment.We assume the adjustment speeds is not constant,but a linear function of the macroeconomic variable(national characteristics),and we construct four information technology performance measurement methods under BC and BT production function,separately.By comparing the economic performance with or without the information technology investments to measure the performance of information technology investments,we investigate the impacts of information technology investments on economic growth and the changing trends of information technology performance in China.The results show that the influence of information technology investments on economic growth is not significant in China,but there is a significant influence of national characteristics on adjustment speeds;when the information technology is considered as a production factor into the production process,the economic performance increases,thus there does not exist the information technology"productivity paradox"phenomenon under the BC and BT production function in China.
