The paper empirically studied the influence of industrial agglomeration and export trade on R＆D behavior of hi-tech industries in China, using panel data of medicine manufacturing industry. It found that the level of industrial agglomeration had a U-shape relationship with R＆D input level of high- tech industries, while that of level of export trade took on a reverse U-shape relationship. Therefore, increasing the R＆D input level of high-tech industries by adjusting and bettering clustering development and export trade policies could be an important way.
