NhuQuan Phon, received his Master＇s degree in electronic engineering from Ho Chi Minh City University of Technology and Education, Vietnam. He works in the Faculty of Mechatronics-Electronics, Lachong University, Vietnam. Huilin Jiang, received her PhD degree in information and Communication Engineering at the National Mobile Communications Research Laboratory, Southeast University, Nanjing, China, in 2016. She is currentlya lecturer at the institute of electrical engineering, Nanjing Xiaozhuang University, Nanjing, China. Her research interests include eICIC, carrier aggregation, resource allocation, energy efficient design, evolutionary algorithms and Next-Generation wireless communication systems. Pei Li, received her M. S. degree in Operational Research and Cybernetics from Yanshan University, Hebei, China, in 2012. She is currently pursuing the Ph.D. degree in Information and Communication Engineering at the National Mobile Communications Research Laboratory, Southeast University, Nanjing, China.
