针对国内外对校园公共安全突发事件应急管理能力评价的研究进展,构建了客观赋权的熵权法和主成分投影的组合优化模型,对离散、动态的高校公共安全突发事件应急管理能力数据进行量化分析和评价.考虑到评价模型的单一性,引入主成分分析和灰色关联分析两种评价模型,实现三种不同评价模型对不同高校进行纵向对比和横向评比.结果表明:熵权法对影响高校公共安全突发事件应急管理能.力的评价指标体系赋权更加客观;运用组合优化模型对高校公共安全突发事件应急管理能力评价效果优于主成分分析模型、灰色关联分析模型对应急管理能力的评价;熵权法和主成分投影的组合优化模型对高校公共安全突发事件应急管理能力评价与指标体系采样数据相一致,为校园公共安全突发事件应急管理能力评价提供新的综合分析方法.
Based on the foreign and domestic research for campus safety evaluation,the paper constructs combination optimization model of objectively entropy weight method and principal component projection,quantitative analyses and evaluates the campus public safety emergency management capability data which is discrete and dynamic.Considering the oneness of evaluation model,we introduces two kinds of evaluation model that is principal components analysis and grey correlation analysis,and implements vertical comparison and horizontal comparison of three different evaluation model in different colleges.The result shows that entropy weight method is more objective when it weights the evaluation index system.Using the combination optimization model on campus public safety emergency capability assessment is better than principal component analysis and grey correlation analysis for evaluation of emergency capability.The evaluation of college public safety emergency capability using combination optimization model is consistent with sampled data of index system,which provides new method of comprehensive analysis for campus public safety emergency capability evaluation.
