策略冲变的解决是基于策略的网络管理系统正常运行的前提之一。论文提出了一种基于网元的策略冲突解决方法。以网元为单位构造策略优先级关系矩阵，用以解决与谊网元相关的策略冲突问题。该方法避免了大矩阵的计算处理，从而减少了基于策略的网络管理系统的计算成本。经实验验证，该方法可以有效地解决基于策略的网络管理系统中存在的策略冲突问题。
英文摘要：
Policy conflict resolution is one of the basics for the operation of policy based network management system.A network element based method is presented for the policy conflict resolution.The policy priority matrix is constructed according to the network element for the policy conflict resolution in the method.The method avoids the calculation of the large matrix,se the processing load of the policy based network management system is decreased by the method.The results of the experiment indicate that the policy conflicts can be resolved by the method in the policy based network management system.
