公众与政府之间的信任关系是政府突发事件治理的关键影响因素.突发状态下,公众对政府的信任主要来源于记忆系统的回溯与直觉,由于记忆的不全美性和直觉偏差,这种信任关系可能被扭曲.引入了近因效应和重复效应两个参数,构建了基于记忆模型的政府信任度认知调控模型,针对不同信息的诱导作用,给出了突发状态下政府最优信息发布的决策模式,即在事件的重复效应达到临界状态时启动并连续发布好消息,以强化事件在特定时点的记忆率,并有效屏蔽信息噪音干扰,从而提高政府的信任度.
Trust relations between government and public are key influence factors of emergency management.In an emergency,because of imperfect memory and intuition bias,those trust relations which mainly depend on the memory system and intuition may be distorted.Two parameters,recency effect and rehearsal effect,were introduced.A government's regulation model of trust relations in an emergency based on memory theory was built.And the optimal decision-making strategy of information communication based on the different effects of good news and bad news on the public's memory was presented: when the rehearsal stock reaches the threshold,release in succession all the good news the government has in stock.This strategy serves to enhance the memory of an event at certain point of time,effectively block out the interference of information noise,thus improving the government's credibility.
