It analyzes the university R＆D situation in 29 provinces and municipali-ties of China within 14 years （1990-2003）. The research shows the Chinese universities patent application and paper are few comparing with the R＆D investment which makes the technology transfer and the cooperation between universities and enterprises be more difficult Chinese government should use the intellectual property protect policies in other countries for increasing the output rate of university.
