By means of Fuzzy Analytic Hierarchy Process （FAHP） in the comprehensive effectiveness evaluation of Wumahe forest tenure reform in Wumahe Forest Bureau, located in Yichun City of Heilongjiang Province. It noted that the results of forestry reform, including economic, ecological and social benefits have increased substantially. Propose to further improve the operated countermeasures of state-owned forest tenure reform, including policy standards, methods, basic system, and the position of government in the reform, etc.
