A new nonconforming rectangle element for the problem of planar elasticity with pure traction boundary condition is considered.The discrete Korn＇s second inequality for the element is valid.Error estimates in the energy norm and L2-norm are O（h2） and O（h3）,respectively.The convergence rate is uniformly optimal with respect to λ.
