This paper reviews the development of high-speed rail in Europe. It examines how the network has developed on an essentially national basis to address specific prob-lems, how the concept of high-speed rail has changed through time to provide both more complementarity with air and shorter distance commuter services, the economic and ap-praisal problems expansion of the network faces and how this relates to the EU master plan for trans-European transport networks.
