重大工程因其公共品属性，在决策主体群中一般呈现以政府为主导的多层次“政府式”委托代理关系。如何充分发挥政府在决策中的主导作用，并有效防范政府行为异化已引起理论和实践界的关注。通过探析港珠澳大桥工程决策中的“多政府式”委托代理模式，提炼港珠澳大桥决策组织设计中的综合集成思想，对于重大工程决策治理提供理论与实践支撑具有重要意义。
英文摘要：
Because of the major engineering＇s nature of public goods, ff＇s easy to firm the multi-level principal-agent relationships which is dominated by the government in decision-making group. How to give full play to the positive role of the govemment in decision-making and keep a lookout of the alienation of the government behavior effectively have drawn attention both theoret- ically and practically. Throughout the analysis of the ＂government＂ principal-agent model of the Hong Kong-Zhuhai-Macao Bridge project, we can refine the decision government theory of the Hong Kong-Zhuhai-Macao Bridge, and the paper can provide theoretical and practical support for the decisions of major engineering projects management.
