Because of the major engineering's nature of public goods, ff's easy to firm the multi-level principal-agent relationships which is dominated by the government in decision-making group. How to give full play to the positive role of the govemment in decision-making and keep a lookout of the alienation of the government behavior effectively have drawn attention both theoret- ically and practically. Throughout the analysis of the "government" principal-agent model of the Hong Kong-Zhuhai-Macao Bridge project, we can refine the decision government theory of the Hong Kong-Zhuhai-Macao Bridge, and the paper can provide theoretical and practical support for the decisions of major engineering projects management.
