采用数据包络分析法(DEA),采集我国2003~2008年间31个省区的电信行业面板数据,对其相对效率和规模效率进行实证研究。结果表明:我国电信行业平均技术效率为0.867,电信行业效率在各省区差异不大;电信行业效率与规模不呈现明显的正相关关系,行业规模不是电信行业技术效率的决定因素;大部分省区的电信行业是规模有效或者接近于规模有效的,规模效率并不是影响我国电信行业生产经营效率的主要因素。提出加强企业经营管理、提高管理水平是提升电信行业经营绩效的惟一途径。

In the paper,DEA is applied in the empirical research of the relative efficiency and scale efficiency of telecommunication industry in China s 31 provinces and regions from 2003 to 2008.The study indicates that: the average technical efficiency of China s telecom industry is 0.867,and the efficiency of the telecom industry in different provincial areas does not differ greatly;no obvious positive correlation can be seen between the efficiency and the scale of the telecommunication industry;the industry size ...
