As an important measure to implement development strategy of ＂public transport priority＂, bus rapid transit （BRT） has been operated in 21 cities in China. Since BRT is a government funding transport project, it is necessary to conduct performance evaluation, make comparisons and establish corresponding policy feedback mechanism, in order to better evaluate and supervise public finance investment in the ＂public transport priority＂ strategy. The paper has constructed a performance evaluation system of BRT implementation from four aspects： types of BRT facilities, service quality of BRT operation, profitability of BRT enterprises and urban sustainable development. The index system can be used to evaluate BRT operation performance with timely tracking, dynamic monitoring, timely feedback and error correction, so as to ensure public interest of the BRT project implementation.
