针对环境规制政策日趋从严的现状，分析了煤炭行业作为高污染排放的典型行业之一，研究环境规制对煤炭行业的影响具有重要意义。利用2001-2016年我国煤炭行业大中型工业企业的面板数据，实证研究环境规制对煤炭行业绿色技术创新的影响。研究结果表明，环境规制对煤炭行业绿色技术创新会产生一定的激励作用，对研发投入的影响较显著，对专利授权数量也有明显推动作用。因此，为了继续加强环境规制对煤炭行业绿色技术创新的影响力，不仅需要政府加强环境规制强度，企业自身也需采取措施积极应对。
英文摘要：
In recent years, environmental regulation policies are becoming increasingly strict. The study on the impact of environmental regulation on the coal industry is of great significance as the coal industry is one of the typical high - pollution industries. Based on the 2001 to 2016 panel data of coal firms in China, we make an empirical analysis of the impact of environmental regulation on the green technology innovation of coal industry. The results show that the environmental regulation has an incentive effect to the green technology innovation of coal industry and R＆D, instead of the number of patent application. In order to consolidate the influence of environmental regulation on green technology innovation, strength of the regulation shall be enhanced by the government, and positive countermeasures shall be taken by the coal firms.
