该文认为全局性地抑制“来势凶猛”的交通需求是治理拥堵的根本。过度的时空消耗是交通拥堵的成因,人口总量、出行频率、出行距离及出行单位占用空间四个因素是交通时空消耗的决定因素。基于此,该文指出运用交通系统之外的全局性、主动性抑制手段进行长期的、深度治理,才是治堵的根本,并提出产城融合,近距离化的组团、产业、人口空间布局;抑制汽车过度消费,提倡健康、可持续的生活方式的深度治理战略。
The fundamental governance of congestion is globally restraining the fierce traffic demand. This paper argues that the excessive spatio-temporal consumption is the cause of traffic congestion. The determinants factors of traffic spatio-temporal consumption are total population, frequency of travel, travel distance and travel unit space. Therefore, the paper indicates the intractability of traffic demand increase in China, and the radical governance strategies of integration of industries and cities, close-oriented spatial distribution of clusters, industries and population. Moreover, restraining excessive automobile consumption and promoting healthy, sustainable lifestyle are proposed. The fundamental way of congestion control is strategy of long-term, global and initiative governance that outside the transportation system.
