The policy-exclusion is objective, and has the characteristics of universality, complexity and two-sides. The scarcity of resources, the complexity of social problems, the asymmetric decision information, and the value, quality and ability of the decision maker could affect the formation and generation of policy exclusion questions. The harm of the negative policy exclusion should not be underestimated and neglected. The Innovation of social governance based on policy-exclusion is not only the objective need of remedying the lack of the policy itself, but also the inevitable requirement of promoting social governance practice and development.
