The paper provides a two-stage 0-1 stochastic program model for the implementation of strategic supply chain planning under the uncertain environment.The first stage is making decision choices on production,plant size,product selection as well as product distribution between manufacturers and suppliers of raw materials under certain environment;the second stage is making decision choices on raw material procurement,plant processing,storage and the transport activities along the time series for each time.Furthermore, it proposes that enterprises can achieve the maximization of expected net profit through strategic supply chain planning during the period of investment impairment and operating costs reduction.
