It is found from our studies that the significant foreshock events may occur prior to the characteristic earthquakes of each seismogenic period for most of the seismic zones. The identification method of foreshock events is presented in this paper,based on the brittle failure theory of multiple locked patches in a seismogenic fault system and earthquake case analysis. It is shown here that the recognition of foreshocks,which are not small earthquakes suggested by previous studies but are relatively large ones,is only associated with the distance from the critical value of CBS but is irrelevant to the spatial distance and occurrence time of the characteristic earthquakes.
