本文建立了一个三维政策框架，针对政策法规文本进行内容分析和引用分析，描绘了中国互联网内容监管体制的功能结构和演化历程。本文发现内容监管并不是孤立存在的政策集合，而是深植于整个互联网监管体制的一种重要功能，一些重要类别的政策对整个内容监管体制起着基础的影响作用，监管力度和手段在过去近二十年内从辅助监管过渡到直接监管进而过渡到间接监管，监管的重心和对象也逐渐由网络连接管理向网络内容和日益涌现的新型网络服务转变。本文最终对中国互联网内容监管适用的政策范式做出了建议。
英文摘要：
This paper gives a three-dimensional policy framework to describe a functional structure of Chinese Internet content regulation regime and its evolutionary process in the past two decades based on content and citation analysis. Content regulation has been located in the entire Internet regulation regime as a particular regulatory function, and the policies in some categories serve the entire regime fundamentally. The evolutionary history of the regime shows that the regulatory foci and approaches has changed from peripherally control and direct control to a more indirect control on novel online services. At last, a more proper policy paradigm for China＇s Internet content regulation has been recommended.
