This paper discusses the two urban planning efforts in the period of City Hall Era of the Republic of China.The paper answers the question of how to lead Swatow to be one of a real modem city by analyzing the planning processes,including data collection,planning analysis,functional zoning.design of the road system and old city redevelopment.As a pioneer of urban planning experiment,the Swatow city executives and technical talent worked for ＂perfect domain＂ and ＂garden city＂,with a resolution of ＂opening the beginning of civil city＂,with the system construction as guarantee,quoting European and American city planning theory and practice experience,with some commercial city character,constantly revised and improved the urban planning,and finished the rebirth of Swatow city step by step.
