运用时序主成分分析法,分析了河南省1995-2009年城乡统筹发展动态演变规律,并结合聚类分析结果对2009年河南省18个省辖(管)市进行区域差异分析。研究表明:河南省城乡统筹发展大致分两个阶段,稳步上升阶段和波动上升阶段;2009年河南省城乡统筹发展的空间差异类型可分为高、较高、较低、低四种区域类型。根据时序特征和空间差异特征的定量评价结果,对河南省城乡统筹进行时空定位,并提出深化城乡制度改革、探索城乡协调机制、实行产业集聚发展、建立统一保障体系、营建现代化都市区、推进城乡一体化试点建设进程等推进策略。
Urban-rural coordination development requires free flow of production factors between urban and rural area, fair institutional arrangements of urban society, same treatment of urban-rural residents, share of the urban-rural economic development. Based on the concept of urban-rural coordination degree, we con-struct a evaluation model which contains natural, social, economic, public and dynamic subset system. By the method of temporal principal component analysis, this paper gives a specific temporal analysis on urban- rural coordination degree of urban-rural development from 1995-2009, and makes a regional differences analysis of urban-rural coordination degree of 18 cites in Henan province based on cluster analysis. The re-suits show that the urban-rural coordination development can be divided into two stages, steady increase and waved rise, and the spatial difference distribution can be summarized four regional types. According to quan- titative evaluation results of spatio-temporal characteristics analysis, this paper gives a development orienta- tion and location analysis based on the regional practice of Henan Province, and then proposes the promot- ing strategies of deepening the urban-rural reform, exploring urban-rural coordination mechanism, imple-menting industrial agglomeration development, establishing unified security system, constructing modern metropolitan area and promoting the urban-rural coordination pilot construction project. Through the spatio-temporal characteristics analysis of urban-rural coordination development in this paper, which not only will promote the combination of urban construction and rural rise, but also step into the new coordination devel-opment pattern of new-type industrialization, new-type urbanization and agricultural modernization.
