A novel - loading algorithm is presented for OFDM - based multi - user communication system to maximize the total system throughput while satisfying the total power and users' rate constraints. The new scheme determines the sub - carrier, bit, and power allocation by two steps, step 1, preliminary resource allocation (how much power and how many sub- carriers for each user) based on users' average channel gains and their rate requirements; and step 2, adjusting the result of step 1, determining the sub - carrier, power and bit loading for each user. Compared with another user - requirement based algorithm proposed by Hujun Yin, et al, although the novel algorithm uses a bit more base station power, its complexity is much lower, which is important in practical use.
