This study, by using interviews and observations, aims to explore the development of special edu- cation schools from 21 districts of 9 provinces in China. The results show that in the construction and reconstruc- tion of special education schools in China＇ s central and western regions, problems arise in the building of schools, the enrollment of students, the teaching resources, and the school development plans. Based on the sue- cessful experience in the development of special education schools in the eastern regions, the author provides fea- sible strategies.
