The paper constructs a spillovers model based on industry, and test its spillover to producer services, services and manufacturing. The results show that the spillover to service is not significant, whereas there is significant spillover to producer services. The sector structure of offshore outsourcing of services affects the spillover to manufacturing, and the spillover driven by backward linkage is more than that driven by forward linkage.
