目前,大多数企业在应急管理方面还存在着诸多薄弱环节。为了加速企业应急管理机制的建设和提高应急管理能力和水平,需对应急管理系统诸因素进行系统的理论分析和研究。从宏观的角度探讨了某企业应急系统整体与局部的反馈关系,构建了该企业的应急管理系统因果关系图,分析了系统逻辑构架,并以SD方程为基础,建立了动力学仿真模型。利用反馈控制理论进行仿真试验和计算,重点研究了安全专职人员及应急设施投入量对系统的影响,根据结果提出了提升应急管理能力的对策措施,可为我国开展企业突发事件应急管理方面的理论研究提供参考。
英文摘要：
Owing to many weaknesses in terms of emergency management existing in the majority of enterprises,so it is highly necessary to systematically analyze and study on emergent management theory in order to speed up emergency mechanism development of enterprises and improve the capabilities and level of emergent management.As viewed from a macro enterprise emergent system,We probed into the feedback mechanisms between the whole and local in some enterprise and constructed causality chart of emergent system to analyze the logic of the system architecture,and set up dynamic simulation model with SD equations.By dint of feedback control theory to conduct calculation and simulation test,we played emphases on effect of safety personnel and emergency facilities on the system,and put forward measures to upgrade the capacity of emergency management.The research also provides references to carrying out theoretical research of emergency management.
