在城市大气环境污染治理的过程中,一方面要有对污染物排放源进行治理的措施,实现达标排放;另一方面还必须将大气环境体系中污染物排放总量控制在自然环境的承载能力范围内。就如何将大气环境体系中污染物排放总量控制在自然环境的承载能力范围内的问题,提出了根据气象条件的变化对大气污染源进行动态调控的方法;建立了污染源允许排放量动态调控模型,并给出了试用个例。
In the process of the control of urban atmospheric environmental pollution, for emission on standard, on the one hand, measures to control pollutant emission sources are required, and on the other hand, total pollutant amount in atmospheric environment system must be controlled below bearing capacity of natural environment. According to the problem of how to control total pollutant amount in atmospheric environment system below bearing capacity of natural environment, dynamically regulating methods of air pollution sources are presented in the light of meteorological conditions. And also a dynamical regulating model of allowable emission of urban atmospheric pollutant source is worked out and its test cases are given.
