基于利润理论和集成创新理论,论文指出以集成创新的整合方式对不确定性的有效处理,是医疗服务的关键活动。医务工作者及医疗机构为此投入的人力资本和管理成本都应该得到有效补偿。作为一种扭曲的制度供给,中国现行医疗服务的定价与补偿机制则忽视这一整合属性,导致过度医疗、质量下降以及医院管理投入不足等问题。
Based on the theory of the profit and the integration innovation,the paper points out that the medical service is essentially an integrated innovation,which deals with the uncertainty both from the patient's demands and the technological suppliers.The integrated innovation should be regarded as the key activity to improve the medical security and add the value to the patient.Then,the paper emphasizes that the service pricing should compensate its administrative cost of the medical organizations and the human capital of the physicians.Furthermore,the author presents the disadvantages of current pricing and compensation mechanism of the medical service in China,which mainly on the Capitation and Service Unit system,including reducing the motivation of paying attention to the patients,decreasing the investment of human capital,deducing the overtreatment on the patients for physicians and ignoring the administration service for the hospitals.The paper tries to explore how the distorted institutions on the pricing bring out the poor performance.
