By analysis of the ecological footprint consumption and ecological carrying capacity, this paper maintains that CZT ecosystem is far from being able to meet the needs of social production. Against the context of "double -oriented society" construction, the population capacity should coordinate with the regional ecological system. Applying the million GDP ecological footprint to the population capacity forecast, We can predict the optimum population capacity of CZT city cluster by 2020.
