The main opinions of Francis Fukuyama＇s State-building Theory are as follows：In the essential aspect of State-building state, institutional capability is prior to state functions; In the strategy level of State-building,institutional innovation takes precedence over the institutional transplantation; At the policy level of State-building, social capital is better than the institutional design. Although his view is wise, clear and insightful, but through the complicated academic viewpoint, reeling silk from cocoons, it is evident that is＂old wine in a new bottle＂. Even so, Francis Fukuyama＇s State-building theory is a still unique State-building theory which can give us inspiration.
