Based on the green entrepreneurship theory, this paper empirically analyzes the development of electric vehicle in Shenzhen ,finds the driving mechanism of institutional environment to GE, including that regulatory institution boosts directly the sustainability of GE, cognitive institution has a positive moderating effect on the relationship between regulatory institu- tion and sustainability of GE and normative institution promote the transformation of GE from sustainability to development.
