在搜集相关国家统计数据基础上,根据操作化的省级战略人才发展指数的界定,对我国31个省市的战略人才发展状况进行实证比较研究。结果显示,各省级战略人才发展不均衡;发达地区与欠发达地区战略人才发展呈现两极化。因此需保持发达地区人才发展优势,通过人才培养与引进、构建战略人才发展制度化策略、考评政府战略人才发展绩效等促进欠发达地区战略人才的发展。
By collecting relevant national statistics and giving an operational definition to the provincial strategic talent development index (PSTD1), we made a comparative study on PSTDI of each province in China. The result showed that there are big differences in provincial strategic talent development among different provinces. It also showed that strategic talent development polarizes between developed regions and less developed areas. Hence strategic talent development advantages should be maintained in developed areas, while measures such as cultivating and introducing strategic talents, building institutionalized talent development strategies as well as evaluating the performance of government in strategic talent development should be taken to promote the strategic talent development in underdeveloped regions.
