新疆高校专业尤其是本科专业在设置上还存在一定的不合理性。文章以教育经济学为理论基础,针对专业结构调整工作提出以下建议:首先,建立市场调节、政府调控与高校调整相结合的机制。高校的专业建设既要考虑与地方经济结构的适应性,又要结合高校的办学实际,不能盲目跟风,一哄而上。其次,要提高目录内专业尤其是工科类专业的覆盖率,鼓励高校建设和发展目录外专业。第三,对重复设置或专业布点较多的专业应停招或予以撤销。第四,加强交叉学科专业建设,探索多样化的人才培养模式。新疆教育主管部门应出台相应政策,支持高校打破学科壁垒,跨学科设置本科专业,整合不同学科专业知识内容,建立教学新体系。
This paper, on the theoretical basis of educational economics, made the following proposals in terms of discipline structure adjustment: the first is to set up a mechanism combining market regulation, government control and university adjustment. Discipline development in higher education must consider the adaptability to the local economic structure and the real situations of the university. The second is to expand the coverage of the disciplines, especially the engineering disciplines, in the program list issued by the Ministry of Education and encourage the university to develop disciplines outside the list. The third is to suspend or cancel the duplicated or over-distributed disciplines. The fourth is to strengthen inter-discipline development and try to establish a diverse talent development mechanism. The education administration in Xinjiang should stipulate relevant policies to support higher learning institutions in setting up a new education system by starting inter-disciplinary programs that would integrate programs and knowledge of different disciplines.
