对美国、英国的水体污染应急管理模式进行了分析并得出对我国的启示。提出我国应从构建结构清晰的网络化治理模式、健全应急信息共享机制、重新定位应急响应中各级政府的角色和健全应急协同干预机制四个方面，来完善我国的水体污染应急管理模式。
英文摘要：
Combining the practice of China＇s water pollution emergency management with the exploration of academics on China＇s water pollution emergency management mode,this paper analyzes the water pollution emergency management modes of United States and United Kingdom and the enlightenment to China. In order to improve China＇s water pollution emergency management mode, we should take measures in the following four areas：constructing a clear networked governance model,improve response information sharing mechanism,reposition the roles at all levels of government in emergency response, improve emergency coordination mechanism. In the end, the author concretes some measures for improvement of China＇s water pollution emergency management.
