Transformation of economic development which is the major task and major challenge facing our government.Its progress plays a key role be achieved for the fast development of national economy.The government behaviors and governance changes have an important affect on the transformation of economic development.Local government as the main of regional growth and sub-national coordination,not only highly away of its importance and urgency,but also to accelerate its reform,thus speeding up local economic development mode.
