Library knowledge consultation service rises from the integration of subject knowledge and the development of information technology. During the knowledge consultation service, the library may provide users with the whole or part of works directly, which would probably infringe owners' rights of reproduction, distribution and information network dissemination; meanwhile, the making of " Q&A" may also cause disputes of copyright right. If only library uses copyright works properly, provides consultation services appropriately, and asks users for reasonable opinions about " Q&A", in order to give effective control to copyright infringement.
